HISTORY

In 1971, Norconsult entered the Philippines as a Project office for numerous projects, notably within roads and bridges, urban multi-sector development, water supply, sanitation and solid waste, hydropower generation, power transmission and electrification.

 

In 1998, the local subsidiary, Norconsult Management Services (Philippines), Inc. (NMS) was formally registered.

Rodolfo T. Azanza, Jr.

Chairman of the Board

Currently the Company President, he was formerly the Country Representative of Statkraft Norfund Power Invest AS of Norway, and Commercial Officer of the Royal Norwegian Embassy in Manila. Prior to joining the Embassy, he worked for the Philippine government for 15 years. He started at NEDA Infrastructure Staff and later served as Director IV at the Office of the President of the Phils. and Director for Transport Projects at the Build-Operate and Transfer Center (now PPP Center). In the private sector, he had extensive experience in corporate social responsibility (CSR), social/community development, and carbon credits (clean development mechanism).

He is active in the Norwegian business circle as former Trustee in the Philippines Norway Business Council (PNBC), which he held for 12 years. He is also an Auxiliary Commander of the 108th Squadron, Philippine Coast Guard Auxiliary (PCGA) and Deputy Chief of Staff for External Affairs in PCGA District NCR-CL. He is a Freemason and a Past Master of Nilad Lodge No. 12 of the Grand Lodge of the Philippines, and currently serving as Executive Director of the Institute for Masonic Education and Studies (IMES) and as District Grand Lecturer (DGL) for Masonic District NCR-B.

He holds a Doctoral degree in of Biblical Studies from Kerala, India, a Master’s degree (1996-97) and Graduate Diploma (1995-96) in Urban and Regional Planning from the University of South Australia, College of Engineering- School of Built Environment in Adelaide, South Australia. He also completed his course work for Master in Public Administration (1991-94) at the University of the Philippines in Diliman. He also took the BMP at the Asian Institute of Management (AIM) in 2013 and finished top of the class. He earned his BS Economics degree at UP Los Banos.

Svein Kvaalen

Board Member

Formerly the President of NMS Philippines from 2013 to 2014, he joined Norconsult in 1981 as a Resident Engineer. Later he was deployed as Project Manager for the Janopol HPP in Bohol, Philippines. Through the years, he successfully managed several hydropower projects in the Philippines, including the Ambuklao/Binga rehabilitation projects, the 8.5 MW Maris South Canal HEPP and the Maris Optimization Project as Resident Engineer/Construction Manager/Employer’s Representative from 2013 to 2016. He was also involved in major hydro projects internationally, such as the high-head 450MW Upper Tamakoshi Hydroelectric Project in Nepal, the Warangoi HPP Project in Papua New Guinea, and the Baise Multipurpose Project and Ertan Hydropower Project in China where he was stationed for a decade. He was the Managing Director of Norconsult/AGN’s China operations from 2003 to 2005, as well as the Senior Civil Engineer and Construction Contract Expert. He also worked as the Department Chief of Hydropower and Senior Hydropower Planner for Norconsult International A.S. from 1986 to 1991. He graduated from the Technical University of Norway in 1969 with a Master of Science in Civil Engineering, Project Management, and Geology, and is a member of the Professional Society of Chartered Engineers. He also completed Officers’ Training School, Army Engineer Corps, in 1970. Currently, he is also involved in Norconsult projects in the Philippines as Technical Adviser and Project Consultant.

Dr. Jesus Lorenzo R. Mateo

Board Member

Formerly the Department of Education (DepEd) Undersecretary for Planning and Human Resource and Organizational Development from 2016-2021, he is a service-driven person with a solid experience in conceptualizing, managing and implementing projects, programs, and policies focused on upholding professional standards for teachers and promoting employee welfare and benefits as well as policies affecting the education sector in general, the basic education in particular. From 2007-2016, he was the DepEd Assistant Secretary for Governance and Operations, and in the years prior, he was the Executive Director of the celebrated Education Development Projects Implementing Task Force (EDPITAF).

He holds a PhD in Public Administration (honoris causa) from the Pangasinan State University, and a Master in Business Management (Government and Business Management) from Victoria University in Melbourne, Australia. He also earned his Master in Public Administration from the University of the Philippines Diliman. He took his Bachelor of Arts in Philosophy from the same esteemed university. 

He is a Freemason and a Past Master of Nilad Lodge No. 12, Past District Grand Lecturer (PDGL) for Masonic District NCR-B and Past Grand Historian of the Grand Lodge of the Philippines, and currently serving as President of the Institute for Masonic Education and Studies (IMES).

Patricia Marie A. Azanza

Board Member

A Human Resources (HR) practitioner, she is currently the HR Manager of AECC Global Philippines, an education agency with a mission to make international education accessible and with a global footprint in 15 countries. She is an expert in handling end-to-end employee cycle and HR policy implementation. She was also the former HR Manager of E-Claro Inc., a BPO company with principals from the USA.

She holds a Bachelor of Science degree in Business Administration, major in Marketing Management from Miriam College in Quezon city, and earned her MBA from Trece Martires College in Cavite. She is currently working towards the completion of her DBA at the University of Perpetual Help Delta, in Las Piñas. She is a certified Lean Six Sigma Yellow Belt, and a trained Internal Auditor for ISO 9001:2015.

Christine Ayn Rand A. Azanza

Board Member

Currently the Administrator for Muse Arts Philippines, a Singaporean-owned company in the space of early education and artistic skills development, she holds a Bachelor’s degree in Education Studies from the University of the Philippines Open University.  Her forte is in the field of communications and instructional design. She has experience in crafting and designing learning materials for an actual educational context.

She has attended several trainings in areas such as Corporate Communications organized by UPLB, and Gender, Media & Language in the Philippines and Thailand: A Transnational Conversation organized by Chulalongkorn University, Bangkok and the University of the Philippines.
